It's all about Power Duncan - not Morality. Pakistan does not have the power to impose its will upon America. It remains to be seen if the reverse is true.
However, now that the United States has been attacked, one of the many things that the US can offer in pursuit of its own interests is an umbrella of protection to those States that are willing to join with it. If Pakistan co-operates, it may have reason to fear less the scenario you describe.
