It only seems very logical to me that primitive civilizations, and AE was a primitive civilization compared to ours now, used logical thinking, and therefore designed/built in logical order = first the lower structures, afterwards the upper (which is clearly demonstrated by the horizontal-layered nature of the overall mass). Building vice versa is
something more in our alley.

If I was an AE, I would build from bottom to top, not vice versa (not efficient, not fast enough in order to respect my dead-line).

I will expand on this later, when I have more time.
