Yes, but what I *ALSO* think is that they used as a "cubit" the measurement of someone's forearm (perhaps the king, perhaps the architect) and used that cubit as a measurement for the work site. When they started a new site, they took the measure of a different king (or someone else.) We've got a bunch of different cubit rods, so I would contend that what you're seeing is the artifact of a different rod and that all measurements were intended to be rounded to the nearest whole number.
