Actually then if you agree that it does not have to be divisible evenly why can it not be 20.Phi ? As to meters the correct conversion for the metric system is EXACTLY (and I did not set it) 2.54 cm in an inch. Thus we have EXACTLY 39.37007874015748031496062992126 inches in a meter. We round off to 39.37 but the above is accurate. So I force nothing as far as I am aware of.
