Almost all cold water geysers are the result of drilled wells and there are only about a dozen of them.

Specifically, they exist in mountainous areas where there is/was lots of tectonic activity and usually are associated with the mineral, rhyolite.
The conditions to form them are found only very rarely and in a specific type of geology:
