Hello Don,
I must confess the thought hadn't occurred to me.
Would there have been a master plan for the entire plateau ?
The only answer that comes to mind is actually a question: would such a master plan have been necessary?
To which I can only respond: I don't know.
I need to think this one through... all help welcome...
