If you consider it a <i>right</i> to have ineffectual intelligence and security services, then maybe you have a point, but given that one of the most shocking things about this whole horror is the spectacular failure of intelligence and security, you might wish to consider just how you improve their effectiveness if you don't give them real teeth. If you have concrete suggestions, let's hear them! I see a right to an untapped telephone to be a significantly lesser right than a right to life, and I would (admittedly, in retrospect) gladly have accepted 5 <b>million</b> tapped telephones if it could have averted those 5 thousand deaths .

Well, given that London has recently been called the 'terrorist capital of the world' and that the BBC has just reported that US intelligence believes there to be between 30 and 50 terrorist cells still operating in the US....</HTML>
