Do you feel there was originally any floor and/or wall finishes not there today?

If so would you hazard a guess how the interior dimensions might change?

And do you think the builders would build the ratios in before the finishes, or afterwards? This is NOT IN ANY WAY a tongue in cheek, or pointed question.
To this day on blueprints there are measurements drawn to the surface of the wall finishes, and others referenced to the center of the wall before any finishes were done. I'm wondering what evidence there is the AE chose either approach?
