Thank you for being generally supportive. Your questions are good as they test the evidence. But I have no new evidence so I will just do a summary of my responses here.
You :

No, it is nine because the last one Horus is the Horus King Pepi who was being addressed and was not one of the Ennead.

In PT 601 §1660-1671, the Great Ennead even includes 11 Gods: Atum, Shu and Tefnut, Geb and Nut, Osiris, Set, Horus, Re, Khenti-irti, Wadjet
It is nine - the last two are not gods of the Great Ennead and never were. I think the narrating priest was starting on a new list.
I claimed that there was the Great Ennead of On with 9 gods, and the Lesser Ennead of regional gods with 11. From the PT I have put forward two lists, both with 11 gods.
These 11 gods were addressed “O Lesser Ennead”
Dweller in On, Dweller in Andjet, Dweller in the Mansion of Selket, Dweller in the God's booth, Him in the Castle of the Mace, Dweller in Orion, Dweller in Dep, Dweller in the Mansion of the Great Bulls, Dweller in Unu of the South, Dweller in Unu of the North, Dweller in the City of Lakes
These 11 gods were listed after the Great Ennead was listed :
Hnt-irty, Kherty, Neith, Selket, Sakhmet the Great, Hapy, Imsety, Duamutef, Kebhsenuf, Anubis, Osiris
The PTs have so many references to the Two Enneads who manage the heavens. Obviously we have the Great Ennead first, but you have not presented any idea of who the second Ennead were.
I have presented some supporting evidence.
The Colonnaded Entrance Hall of Djoser divided into two sections with 11 and 9 shrines.The King Djoser must seek approval of these gods before being allowed to enter the sky ( = the enclosure)
Khufu had to pass along the ascending passage and Grand gallery to get to his tomb. Their lengths were in the ratio of 9 and 11.
Djoser’s djeds supporting the sky were 9 and 11 in number.
In Seti’s tomb the ceiling showed 9 and 11 gods who allowed Teti to the stars. The nine were clearly the Great Ennead. A PT reference told us that the king will sacrifice the bull and reward the Enneads with the best cuts.
Finally in this summary : The resurrected king ascended to his throne at the celestial pole. The pole lay in the space between Ursa Minor and Ursa Major. Khasekhemwy showed that we can divide this space into twenty sections of 9 and 11 each side of the pole. And in the PT we are told that the resurrected King was on his throne and back to back with the Two Enneads there. This to me is crystal clear !
I realise that some of my hypotheses are incompatible with your multi-star target model, so persuading you to accept them will be unlikely.
