In all likelihood it will be nothing but casing stones.

The shafts were capped off when the last lintel was placed above the ceiling of the upper burial chamber. When it was completed, there was no further need for the shafts leading to the 2nd (Queen's) Chamber.

This also explains why they were capped off inside the 2nd Chamber as well. They were only intended as contingency solutions in case Khufu died prematurely. They served no other function.
