As I read the article, "these people" were NOT intended to become academics or professional anthropologists of any sort. They were simply intended to learn useful skills that would assist them in producing more accurate intelligence reports, and in better judging situations involving foreign cultures.

Yup. And the Brits are fine ones to get on their high horse here.... the OSS & British academic was HEAVILY interrelated all through the first half of the 20th century, if not longer.
