It's called Anglo-Norman, a type of French used by Normans after the conquest of England in 1066. Is this any closer?
What's for certain is that the combination "fet par" and "rei" occurs frequently in this document. "Rei" is probably some kind of title as in "Henri par la grace DEU, Rei de Engleterre", and googling "FET PAR" and "PAR QUIE" seems to show that they are almost certainly French. Somier also seems to be an Old French word no longer in use.
