This isn't archaeology but paleontology, but of course no one would fund a search for a hobbit. Where would you start? Middle England? How can you search for something that if it exists could be anywhere in the world, and when you don't even know if it exists?
Most fossil discoveries start at least with a chance find that is reported and then followed up.
