Up until Peribsen, the Serekh was topped by Horus

for some reason his was Seth

and then Khasekhemwy's has both..

followed by Netjerikhet's having just Horus..but then

Netjerikhet also had the first cartouche

combine this with Khasekhmewy's numerous Major Constructions, and of course the Innovations of Netjerikhet/Imhotep and the ensuing Pyramid Age..

and I think one can make a pretty good case for Khasekhemwy having been at the helm at a time of great change accompanied by the stability of wealth, power and a fully functional infrastructure and administration.
