The angle you refer to 23.47 degrees does not necessarily mean it is constant and that at ancient times the Earth's tilt was equal to this value. The present obliquity of the Earth is actually a little less than 23.44 degrees. But since when the GP was built the Earth aligned with Uranus, Neptune and the center of the Milky Way, the designers wanted to encode when this would occur once again. Taking the Milankovitch cycles theory then when this would occur once again would be when the obliquity of the Earth was 23.464 degrees - a value very close to your 23.47 deg. This was on Hellenic independence 1821 AD. According to the Milankovitch cycles theory the obliquity of the Earth when the GP was completed was 23.976 degrees.
