At least the Finnish equivalent of BBC is not funded by commercial means, everyone owning a TV need to pay a fee which is used to pay the expenses of YLE (BBC). Although they do want viewers, their channels do have a societal and educational factor in it too. It's not their job to broadcast any crap that gets good ratings, that's for the commercial channels.
