I think most people are happy to chat if you start.

I so agree. It seems that there are a lot of people around nowadays, who have nobody to talk to. A smiling good morning or how are you will absolutely make their day and often give them excuse to communicate from person to person. Even if it is only to curse about the weather or busses being late, it still is "the human touch".
