Well, yes, I suppose that the official position could be read that way - although it looked to me more like an attempt to reconcile the essentially irreconcilable: I wonder how many committees had to convene, how many drafts they had to prepare, and how many arguments there were over the precise phrasing of each sentence, before this particular version was finally agreed.
