India and China don't lie on different angles. Egypt does not lye on a certain latitude - in a east west direction as let's say Crete. Egypt was inhabited around the Nile , which is in a South - North direction. This means that Egyptian cites had great diversity latitude wise.

Were not the Sumerians the ones that are considered as the inventers of the 12 hour day and night? Babylonia did not exist then. Mesopotamian sites lied around the Tigres and Euphrates rivers. Back then it was not possible to found a city at exactly 30 degrees latitude so they did the best they could do by founding Eridu on the shore.

By who wasn't it mentioned? It lies between Sumer and ancient India who used the same system, so are we sure it was not used there also?

Regarding Anshan that is at exactly 30 degrees latitude wiki:

"The Elamite city appears to have been quite ancient; it makes an appearance in the early Sumerian epic Enmerkar and the Lord of Aratta as being en route between Uruk and the legendary Aratta, supposedly around the time writing was developed."

Why because it is older? But it seems that the older the sites are around the world - from Egypt to China the closest they are to the 30 degree ideal latitude. Coincidence? We cannot know if it was not used back then because we don't have any writing. It thus seems that these coordinates were chosen from above - by the embodied gods. It's the only logical explanation.

The key word once again is "believed". China is at present a huge country but it was not so huge in the past. If we connect the dots of all the capital sites from the prehistoric Neolithic period to let's say 1 AD, we come up with an area roughly the size of modern Egypt. From the 30 + positions I have spotted at Google Earth there is not even one with a latitude smaller than 29.7 degrees(Pengtoushan culture). The southern tip of mainland China today is at 20.3 degrees. Interestingly enough the Pengtoushan culture is the oldest Neolithic culture dating back to 7500 BC.
