Egypt is the first known practitioner of the 12 hour day and 12 hour night.
The records I recall show it as a day of 10 hours + 2 hours, though that is most likely their fractional treatment then an absolute division into 10 + 2. I will try to locate the source for you.
As well as Egypt Sumeria, India, & China also used divisions of 12 hours, probably developed independently.
I've read the importance of "12" day & "12" night hours was derived from both the lunar cycles & the 12 Decan Stars which the AE used to mark the passing of night.
If it WAS based on degree angles, that does not explain India or China, who, lying at different latitudes would have different angles.
