I don't know how the wall fits into the site, insufficient info to determine why it was constructed. Also it is close to the lower southeast rock tombs area...there could be a connection to that also.
There are several examples of large stones raised above ground level, including the southern valley temple and base temple of Khafree (G2). Makes you wonder how they accomplished these feats so long ago.
