The evidence seems to point in that direction.
If some of the fragments show seated deities, then no. 3 seems to be Seth, and 6 possibly Geb.
We still have not found Shu, but he is supposed to be there somewhere.
The fragment on the right shows the king seated with his daughters "who see Horus, Inetkaues and Hetephernebty"
The other fragments with their vertical columns of text, as Ritva pointed out, are very similar to the way the 'Pyramid Texts' appear from the end of Dyn 5. Strudwick 2005: 82, has a translation of the texts.
The fragments were discovered at Iunu, the home of 'The Big Ennead' (pDt aAt), with nine deities: Atum; Shu and Tefnut; Geb and Nut; Osiris and Isis, Seth and Nephthys, attested in the PTs from the end of Dyn 5.
So possibly we have three of the nine deities - the problem is, the evidence is so fragmentary we cannot be certain of anything.
AFAIK, only Osiris and Seth are securely attested before the 'Pyramid Texts' - I wonder how, when, why, where, did the nine deities who formed the 'Big Ennead' come from - Atum for example is supposed to be older than Ra, but is there any evidence for Atum before the PTs?
