The circles form a pattern, an arc tracery, above the head and outstretched arms of the figure, this greater symbolic representation needs to be considered, that they lend themselves to descriptions of form in pictorial context, as do these here...

One would also need to consider how the 'ladder' pictorial element developed to the abstrast in terms of an hieroglyph associated with a portion of land or enclosed waterway/canal, ladders and waterways don't generally freely associate...only in special cases.
