If I understand what you've stated correctly, yes. 24h is not the actual time of the revolution of Earth around it's axis. The Sideric day is.

Because earth is at a different spot on it's orbit on each day, it needs to revolve more that 360 degrees between, say, the noon of today and tomorrow.
