That's always the problem; a certain percentage will "upgrade" anyway and all new/replacement equipment will automatically be suitable. But what about those that don't... I don't think that hotels, guest houses, etc will be too much trouble as many now offer these things as "standard" - a bit like en suite "facilities" - as their visitors expect them. The real issue is the elderly or poor who can't afford to upgrade/replace - assuming there aren't too many the Government will have to fund it. They'll still make a mint out of selling the licences - look at 3G !
