It's basically because the Union Jack has been hijacked in the past by British nationalists. BNP supporters, racists and other nationalists leave them draped outside windows as a display of nationalism and hence its usually interpretted as highly provocative in multiracial communities. It has the effect of saying "I'm proud to be British so lets get rid of blacks, asians, gay people etc." Try to imagine if the KKK used the stars and stripes then I doubt whether many racial minorities or the liberal minded would also like to associate themselves with that image.

I'm not sure where you get that idea from. I've got nothing against anybody being proud of their country but I really dislike the promotion of stereotypical imagery and the very negative attributes of nationalism. Scottish and Welsh nationalism is no less unnerving than British or English nationalism is.
