You can look at it either way. You can destroy the lives of a small number of terrorists in order to save the lives of a large number of innocent people.
I'd do that rather than watch the terrorists in action, and then advise them that their actions were morally wrong :-) Not much help to the victims, and I should think we all knew that it was wrong anyway. Your post seems to forget that these terrorists were determined to kill as many people as possible. That is their intention. My choice WOULD be to kill them rather than let them do it. I see that as defence - self-defence if you like.

I don't really agree either to be honest. I think it is wrong to kill generally, but I think it is worse to kill millions than to kill one person. Don't you?
