That contradicts most of the genetic evidence, I believe, and the conference title suggests an effort to rework human history to give their region far more importance in the creation of culture and technology: "Proto-Turks Bearing Culture to the World Workshop”
DNA doesn't seem to suggest the Siberians populating important areas of the world, though I do note that the advance of the glacier caps would have pushed the people from some of those areas into different regions.
So... color me skeptical until better evidence shows up.
