Actually if we look at the first Gregorian New Year being midnight on 1st January 1583 in Rome the midnight culmination of Sirius does appear to be off-set.

The astrologer measure for this that is visual is called the Paranatellonta, or paran for short, we have evidence of it being used up to 13 centuries BC, but has been used for a great deal longer, as shown below:-

As astrology is about beliefs, there is another measure that is inaccurate as it puts all stars on the line of the ecliptic which clearly doesn't happen but the projected measure on stars are and have been used for nearly 2,000 years, there is still debate on what to use:-
