Don, the site lists only some of the Flemish artists & does not talk about perspective.

Consider that the Van Eyck brothers were painting at courts. This means that they would have heard about the new work coming out of Italy before more provincial artists. And just because a new technique comes out does not mean everyone rushes to master it--look at Impressionism or Surrealism.
