You're talking about a wobble in the axis, right? The axis being 23 degrees or so....you need a shift of 7 degrees from that?

I don't think the earth has ever shifted that much... moving REAL north (not magnetic north or a polar star) more than a smidge over tens of thousands of years. That's my understanding, anyway. That would involve a near cataclysmic rocking of the earth's rotational axis... disrupting seasons, weather... everything.
