Yes, no god EL in Sumerian literature but there is in Babylonian literature.

Your Wiki quote says El was the god from pre Sargon days, ie before 2279 BC
Babylon was created after this.

Either way, Rohl is wrong in promoting a Sumerian city which does not have the god El.

For the Israelites El was the creator god and the story of Babel must be about him.

It's kind of an elementary error.
