I too disagree.

The name Babel and Babylon are the same, the latter being the Greek version.
It means the Gate of God (EL)
El was the semitic god for Mesopotamia and the Israelites.

There seems no need to look for another place.
Babylon was the biggest city in the world with all types of languages.
It was an appropriate place from which people dispersed to the far lands.

But the biggest reason why the choice of Enmekar is wrong is that this name contains the name of the Sumerian god EN. Not the semitic God EL.
The Sumerian city cannot be called Bab-EL.
And the Bible writers would not use a story about a non-semitic god.
