It's the normal "mix n match" as you'll be aware. The frieze on top illustrates Chapter 18 of the BoD and we are looking at "The Great Council", the texts in the image are not about them. The text in the main body of the vignette is a mix of descriptive, whose is who and doing what, and I would say part of Chapter 30 of the BoD.
