I don't know of the evidence that a serek is a palace facade (Egyptology is not a specialty of mine). I do know that Horus is not the only deity found on top of the serek (apparently a Set-like animal is also found on some), and suspect the surmounting is merely a matter of taste or protocol rather than something more emblematic.
