You are correct when you state the QC less than 10.0 Rc...if you use the Kc measure as a standard.

Using the base of the structure as a 440 Rc standard then the Qc is 9.98 Rc, I have no issue with that. The Niche would also be less than 3.0 Rc (2.996); no issue there either. In fact I have no issues with any of the derived lengths of the Rc.

What must be realized is the time element of construction. There were many years from the first surveyed layout to completion and I'm positive there were many samples of Rc rulers available and...that many items within the structure were probably formed/crafted off-site. They were certainly made below, at base level, and then raised into position. There is no way that the 99 stones forming the four walls of the Kc were carved and constructed where it presently sits, those blocks required years to cut and shape to such precision.
