I suspect it has more to do with the fact that the site is completely unprotected with no "Gaffer" to keep an eye on things. It's no more dangerous than many other areas where you can walk with no restrictions.

Some other remote sites like el Lisht have a Gaffer who will usually pop up from his little hut and keep an eye on things as you walk around so there's no attempt to stop you visiting.

A lot of the surrounding area at Dahshur is certainly off limits due to its use by the military but that is on the other side of the Bent Pyramid.
