It all needs to be defined normally, at least here, and you can't use it in a way that deviates from the application in a major way. How much for your salary (if any, people with steady wage can also apply for money to spend as extra on some research expenses),how much for infra, travelling, materials, and so on. You can spend a little less on materials and travel a little more if the plans change, but you can't move money between categories.

Universities also spend money to offer support their rearchers: Small grants would be useless without the supporting infrastructure offered by them
