Frankly... if the experiments are producing heat and not radiation, something is happening however poorly understood right?
But as for the EM drive... does he say no from a gut reaction or has he tried to study out the math?
The first I ever saw of anything like this was something called a Browning field effect (I think that was the name) - it had the idea of running a strong current through a circuit that included a capacitor with a specific material between the plates that would cause the electrons to move from one plate to the other with relativistic speeds, imparting momentum on the far capacitor. From the 40-60's era to the modern day 'lifters' - they are somewhat impractical, but do exhibit the same principle as the EM drive... namely, reactionless thrust.
