This is a complete distortion of the facts. He was an Administrator (he isn't now) and here are some of the articles he deleted:
2009-07-01T09:50:44 deleted "Hilery clintin" ‎
# 2009-07-01T09:50:40 deleted "Cheekle" ‎
# 2009-07-01T09:50:35 deleted "Gray brich" ‎
# 2009-07-01T09:50:31 deleted "Saddam heussein" ‎
# 2009-07-01T09:50:25 deleted "Mon key" ‎
# 2009-07-01T09:49:58 deleted "Gorge bush" ‎
Deletion normally takes place either after a seven day discussion or in some cases we have guidelines saying when an article can be 'speedy deleted', eg if it's clearly nonsense, an attack page (we get kids writing pages attacking other kids), etc. Copyright violations articles also usually get deleted without discussion.
Ditto his blocks, they were the usual ones, eg vandalism, etc. However, he did make some blocks where he was involved and his administrator rights were taken away from him. These involved an article on cold fusion and one on the US and state terrorism, and a block of someone who'd attacked him.
