Could it caused by drag from the rings themselves (i.e. do the rings rotate more quickly or alowly than Saturn, so when they 'catch up' could there be an effect on their rotational speeds?)? Could Saturn's rotation periodically slow down and speed up slightly?

Just throwing some thoughts into the air? lol smiling smiley
