It is a sweeping generalization that denies the possibility of exception. That is what I am reacting to mainly, the statement’s assumption of omniscience.

But it is also an appeal to popularity/authority with an implicit ad hominem thrown in for good measure, ie: although there are plenty of nutters out there who claim to have seen extraterrestrials, nobody in their right mind has seen an extraterrestrial.
