One notion
does come to mind: Henry did not have such an investigation, because it would, in some way,
make him seem guilty/complicit. In uncertainty, you can let that speculation and hearsay diffuse unfavorable public opinion.
After all---look at today's "Fake News", as a covering-action. In many conspiracy theories, there is...cover.
