Here in the US, getting rid of repeat offenders is actually as simple as saying these few words: "Do not call here anymore". Once that is said, any further calls would be considered telephonic harassment and liable to lawsuit or legal action (which, of course, would be the next thing to say if they should actually be daft enough to call again but most will take you off their list immediately). This doesn't work for automated solicitation since there is nobody to threaten. I just hang up on those.
