Somebody who doesn't work for them, or thier employer - the British government. That's the major difference between the US and much of the rest of the world, btw. We've got a constitutional proscription on government control of the press.
This difference is manifested in several ways. For one, the BBC websites have no advertising so it can devote the entirety of a page to navigational links. For another, I notice that your government is about to mandate digital television for all - something we let the market decide.
Why do you suppose the British government wants all you good folks to have the benefits (and costs) of digital tv?
