The RSPCA is an animal welfare charity, not a Government organisation. Possibly they were focussing on the difficulties of a rescue by sea, and didn't think of trying to do it by land.

They didn't actually row out (and I'm not quite sure if all of them were farmers: the farmer who masterminded the rescue is also a presenter for a Scottish farming programme.) He and his friends drove to the cliff-top in some sturdy vehicle, and then sort of managed - with a huge amount of difficulty - to get down the cliff. Fiona turned out to be lurking in a cave, but they got her out, and then sort of pushed/hauled her up the cliff (which was even more difficult than they'd ever imagined: one false step would have spelled disaster). The exercise was made that much more problematic because of all the wool she'd grown over the years, which weighed her down.
Still, she's now Fiona the Happy Sheep. Although I'm not sure how a sheep would express happiness ...
