Generally speaking, for in home control people are satisfied with killing/repelling enough of the pests for them not to be a nuisance. The food industry tends to insist on near-zero tolerance for pests (or parts of pests) in most commodities (this is because of a legal technicality, in that execessive "filth" in food contravenes the ingredients list on the label , and because retailers don't like complaints about pest contamination). Interestingly the public makes even more complaints about filth in pet food - figure that one out for yourself.
We have an unfortunate situation where the public, now, will not accept ANY pests in food but are insisting on vastly reduced "artificial" pesticide input.
You are right in that it's about education - people will have to accept the odd bug if they want less pesticides but still want cheap food.
