I did a quick web search to see whether this use of the word was standard or anomalous. The only thing time I found word "endorse" indicating something punitive was "UK. To officially record on a driving licence that the driver has been found guilty of driving in an illegal way." It seems the usage is pretty restricted; I wonder if it is somehow an offshoot of an "endorsement" as indicating some kind of legal addition to or restriction of an insurance policy?
