Of course, I don't argue in favour of forcible anexation of territory.
I speak of Imperialism by diplomacy, economic incentive (and dis-incentive), military threat, and military invasion.
In cases where complete invasion by the international community (led by the US) is deemed appropriate, that period of forien rule should end after a suitable time and leave the country in question in better condition in which it was initially.
Japan and Germany provide excellent examples of imperialism of this kind.
The less intrucive form of imperialism relies upon economic power and political diplomacy backed up by a legitimate fear of military force. This form of Imperialism forces certain conditions upon the "oppressed" nation as a consequence of peacable co-existence.
All diplomacy is in essence a form of imperialism (as each nation attempts to exert its will over the other). But in this case, the increadible might of the entire free world (and even China!) is being brought to bear on a small minority of nations. This cooperative force will be irresistable for most - especially if backed up by a full military demonstration (ala, invasion and conquest of Afganistan and Iraq).
But the overall effect of this imperialistic effort ought to be positive on those nations whos behaviour is being altered. Oppression without assistance is counter-productive. It is to be hoped that by increasing the standard of living for the citizens of these nations, the citizens will gain respect for the cooperative choices of their leaders.
Ultimately, the world is a safer place with a multiplicity of nations working together for peace - sometimes in cooperation, sometimes in competition. American Imperialistic efforts should have but one goal - eliminating the clear and present danger. Once this danger has been removed, soverienty should and must be returned to those nations from whom it was taken - but only after the fufilment of specific conditions.
