Pachatuga's alternative name, "Horca del Inca", happens also to be mentioned on another forum here (scroll down to "Gallows") - [grahamhancock.com].

According to the linked video, the site was discovered (01:30) in 1978 by archaeologist Oswald [? couldn't make out his surname].

Article on the Chiripa people (doesn't mention Pachataqa) - [escholarship.org]

There seems to be a lot of firm insistence on it being an "astronomical observatory ... "
